Way back in my icbc learner book, it states "Driving is a privilege, not a right". That news story is from Australia. Not sure how their licensing laws are like.

No no, leave her legs, she should use those to walk everywhere after doing this. At the very least make her drive some shitty little tin can of a car, so if she hits anyone again, she dies not them.
