It's actually possible to speak fluent Klingon? I thought there's just phrases people catch from the tv series etc.

^ yes. its a fully developed language. All the "Fictional" languages in Star Trek are fully developed, functioning languages.

Hell, there's a version of Wikipedia in Klingon
