why are they using impact guns as jack hammers?

Basically, the place is a old old building in hk. they were trying to renovate the place by taking apart walls (which are concrete , not like drywall here so they gotta use the heavy duty tools)..

I think they are still investigating why it fell, but mostly due to the construction causing the framework to weaken and then causing it to go 9/11 ,.... 4 people died.. There was a few whore houses in that building too.
