is it for cars? why not just use 2 relay?

I could use two relays to build a latching relay sure, but it will constantly draw current. We're going to use these with a GPS tracking device to kill the starter circuit.
The reason why a regular relay doesn't work is because the GPS device resets everytime the vehicle starts, which in turn cancels it's output.
