2005 corolla xrs weird cold start
 
During the cold start, does the rpm usually go up and down repeatedly like 1700 to 2000 and 2000 to 1700? is that normal? has anyone experienced like this?

Btw, gear is in neutral and didn't step on the throttle. Usually car's RPM goes down slowly from <2000RPM to 900RPM
