painting rims

i have a set of gsr mesh rims and they are painted black. if i was to paint it again would i need to sand off the old paint completely?

Is the paint on the wheels chipping off? If its not just scuff them clean and repaint

if you want the new paint to last it's best to get it sand blasted and then powder coat

any place thats recommand for repainted? others then Greens, or panthers, cuse they cost way too much, like $170 per wheel.
