Don't know about China. But in USA they are legally required to accept any legal tender unless restrictions well specified ahead of time and in reasonably obvious places so the customer "acknowledges" that before receiving service.

Whether they come and cut you up afterwards is a whole different jurisdiction.

in Canada, as long as the restaurant/business' excuse is that they want to protect against conterfeits, they are free to not take any money you give them. (hence some stores don't take $50, $100, the same applies for pennies and stuff)

A lot of places in Hong Kong won't accept $0.20 or $0.10 coins. Because apparently it costs too much for them to roll and deposit in banks.
