Dreamweaver is always popular. If you just want to build a site without much hassle though, give content management systems a try. Joomla and Typo3 are both very good and easy to use. You can get a site up and running quickly with the use of templates.

i've been using frontpage over dreamweaver lol. It's fairly easy for me for HTML sites. the new Flash Catalyst is pretty amazing for flash sites.... if you know how to use illustrator or photoshop, it's a godsend.

Microsoft Expression Web is my favourite. The layout is great, editing CSS is really easy, and its WYSIWYG is very accurate (unlike what I've experienced with Dreamweaver)
It's a HUGE step up from Front Page
I second the recommendation for a CMS, but definitely choose Wordpress over Joomla or anything else.

It depends on what sort of website you're looking to make...but Wordpress is easy enough to use for just about everyone.

Dreamweaver CS5 coupled with the free HTML 5 extension is good.
The improved Live View is better than it's predecessors.

Dreamweaver is the industry standard as far as WYSIWYG editors. Photoshop is an absolute must if you want to make a decent-looking website.
Wordpress and other CMS systems are easy to use if you're OK with the available skins and don't need any customization.

You can very heavily customize Wordpress if you want, especially with the latest version and its support of custom taxonomies. I know one person is working on forum software that uses Wordpress 100%
Themes are very customizable too, I started with this theme as a base for my site, when I switched to Wordpress a while back from a custom CMS.

Yeah, recently, I only use WordPress for all my client sites. Maybe some ExpressionEngine here or there.

I have several fully-customized Wordpress sites also. Both required extensive CSS work & lots of custom graphic design. Not easy stuff if you're new to web development.
But, if you don't mind using WordPress themes and just customizing whatever you can via the GUI, then it's a very easy & effective way to go.

I think the only reason Dreamweaver "wins" is because it has been the best option for a long time, and not enough people know Expression Web even exists. I didn't know until it was up to version 2! I am using version 3 now, and I think version 4 just came out.
If you are more used to Microsoft's usual "office" interface rather than Adobe's (IMO awkward) interface, you'll prefer EW.
A lot of people recommend DW because they've been using it for a long time, and are used to it. I think they don't realize how hard it is to get started with... For getting into a new program, EW is the way to go.

Actually, Adobe's interface is what drove me away from it. LOL
Nothing but a text editor here. I also gave EW a look. It's not shabby at all!

Been playing around with this for the past month and trying out all their extensions.
Give it a try. You can have great looking sites up and running quickly.
The learning curve is fairly easy as well.

well, frontpage was good like 10 years ago... not saying it's still a good program.

well i downloaded wordpress and i have no idea what to do with it. Hahaha doesn't seem like a web design beginner software to me. Just a bunch of files.
