I'm from Winnipeg I've known people that have gone to jail out there and the most famous one Stoney Mountain penitentiary has a lot of Natives in it and gang up on the white people. I'm not singling out a race I'm just making a point that location matter's as well

Min security prisons aren't going to have murders, and there are more min security places than max security...

As far as killing someone, stabbing them in the throat probably wouldn't kill them unless you hit the major arteries. Trying to find the guys arteries, fast, and in that kind of situation would be quite difficult as well. I'm sure people tried the way you've suggested, but I don't see that as "guaranteed" of a kill vs doing what is described above.
