I dont know about Richmond but i've been to Kim's Shoe & Bag Repair on Hornby. They did my LVbelt and it looks like perfect. He does alot of contract repairs for LV.

basically any shoe repair (leather repair) shop can do it.
some places have a small machine, others use a hand held tool .
I got an extra hole put into a prada belt and no issues whatsoever.
