Tire Bulge

I'm thinking this tire is done, should be replaced am I right?

Yes. The Nylon on the sidewall is ripped, hence the buldge. You can probably drive on it a little longer, but it would be in your safest interest to replace that tire.

You done squished the rubber on a pothole and caused a weakspot.

Replace.
