I think toll should be in effect when project is completed. NOT when new bridge is open. (which is only portion of the project)

when it opens in late 2012 it'll have 8 out of 10 lanes completed and there will be tolls on those 8 lanes...... $3 each way (according to ctv)

I bet Patullo will be even more crowded when the new port mann opens... even if it's 3/4s open
