94 Accord - Heater Knobs Don't Work

Well, that is a 3/4 lie.

When I turn on the heat, fan speeds 1, 2 and 3 do not work. As in nothing happens. When I turn the knob to 4 (max) the heat works. The heater works fine in the tune that it can blow hot and cold air no problem. But the fan speeds are borked.

Anywhoo, something tells me it could be a fuse? But if it was a fuse, then nothing should work? Yes?

Help!

blower resistor is borked. Works on high only because the motor gets full voltage (doesn't go through resistor)

I was reading some shit on Google and although I could not get a direct answer, I've been reading that this resistor could be located under the passenger dash?

it's behind the glove box, screwed into the vent ducting
