Streaming Video Audio Issue?

Has anyone experience a problem with streaming a video and audio gets all crackled up? When you're just trying to listen a music on youtube and you switch tabs on your browser, makes all these weird static for some reason. I'm using google chrome and also tried on I.E as well. It only happens when you're not directly on the video.
My computer spec
- Windows 7 64bit
- i7 930 2.8ghz
- gigabyte x58A-UD3R motherboard
- 6gb corsair ram
- 2x gtx 460 fermi
