You cannot order the Raptors that way but they were not going to be approved unless they were able to work out the deal to have them custom built to their standards deemed "acceptable". They actually had a difficult time getting the Raptors approved from what I have heard. They probably also got a deal for buying bulk, and because of who they are and the purpose they will serve. Also, the Raptors are a lot cheaper in the US than out here. If military folks and persistant americans can get them at invoice.. I am sure a bulk order like that is saving a big chunk too.
Still seems excessive from an outside perspective... But if they have a track record for repairing vehicles not suitable for the terrain.... it could be justified if their new toys hold up better & require less maintenance over time.
Time will tell.
Realistically, some lightly modified Rangers/Tacomas may have been more cost effective.
