Normally, moving your car even on thr same block doesn't mean your time resets (2hr parking etc) but in this situation I believe it does because the bylaw is restricted to a specific house. Only the person who's house you're parking in front of can report you so I would assume if you move in front of another house you're good. Just guessing though.

Unless of course the bylaw officer marked the car in which case, OP would need to remove the markings. Either chalk on the tires or marking on the windows.
