What to do with nightmare neighbour?

Down the hall from my condo there's an older lady who’s been living there for a few years. She’s got a daughter (let’s call her CH) who’s a drug addict/alcoholic and she has a number of friends who love to break into storage lockers and resident’s homes to steal their stuff.

Dozens of storage lockers have been broken into on multiple occasions, and residents know it’s one of CH’s friends because residents have actually seen one or two of her friends carrying resident’s possessions to their car. The police were notified about this but apparently there was nothing that could be done because there was no proof that it was owned by resident since it was stuff like luggage, etc.

A number of ground floor units have been broken into, and most people suspect it was done by one of CH’s friends, but there is no proof other than residents seeing him wandering around resident’s patios

The resident’s constantly call the cops, file complaints with the property manager (CH’s mom probably has thousands in fines by now), and we’ve even had a number of security camera’s installed around the building. Since then, none of the storage lockers have been broken into, but lately some residents have seen one of CH’s friends wandering around the ground floor patios.

Anyone have any advice on how to deal with this neighbour? tia

Sounds like something the strata council could be discussing. There may be something in your bylaws that cover this, like tresspassing or some sort of civil banning?. The cameras sound like a great idea, specially when the record the activities (I'm assuming they records?). This info could be passed along to Police. Has anyone spoken to the lady and maybe shown her the video? I know parents can be blind to their kid's faults but this may convince her to tell the daughter to stay away?

well on the ground floor units they have a grassy area thats technically common area, but its seperated between units by a tall fence, so the only people that really go on it are the people that cut the grass.

yes, the cameras do record, i beleive it was implemented due to this residents friends.

they have tried to talk to her, but she wont answer her door, and most of the time shes too messed up to really talk.

well CH is not really a kid, shes probably around 40 or so...
