Do they say whom this 'relative' is? I'm assuming the relative he's protecting his sister from abuse from is... himself.

for example if she had lived he would continue to abuse her and since he couldn't buy a gun to shoot himself he doesn't want to go any other way so he killed her to save her from the torment that he would inflict.

Maybe the family member was someone physically bigger and slicing him wouldn't have been feasible.
Hence why he wanted the gun.

Either way, slicing/killing anyone in this situation is just messed up. There are many better alternatives.

There are other ways to commit suicide than just simply shooting yourself
