Do you have unpaid tickets?
It might be the reason why it's holding back your new driver's license.
It happened to me when I needed to renew my license and didn't pay my tickets.

I called them and they said they sent it to my old address even though my temporary license has my new address. I got a free duplicate.

if you have unpaid tickets, you wouldnt beable to renew it unless you pay it off??
