So apparently, there IS an SMS system. Another quake just hit Fukushima and a warning was sent out to surrounding areas. Many of our phones went off with a warning alarm.

The quake struck just under 400 kilometres (250 miles) northeast of Tokyo, the US Geological Survey said. It was followed by more than a dozen aftershocks, one as strong as 7.1.

it probably isn't necessary to post about earthquakes that are 3.2. Those happen all the time.
