Nothing new. Theres a small town in Switzerland called Basel and theres a lot of 599s, 430s etc and a handful of Enzos and other super ferraris.

but this is a bit odd... since they all own Ferraris, only... no porsches... lambos...

maybe its like community ferrari day where they all park their ferraris outside (hence all the pedestrians)

This is organized obviously as its been stated..

But in Monaco this would be totally normal, its the only place in the world where theres traffic jams of Ferrari's and every hypercar you can think of.. F50, Enzo, Enzo F430 F430 F430 F430 F430 Veyron Phantom all day. I even went to the mountains above the city in France and you can still hear F430's in the city below you..

i think you're talking about the valves in the f430's exhaust that open under throttle lol
