Researching a bit it may have something to do with your permissions:
Look here and try fiddling with your admin password etc: http://social.technet.microsoft.com/...8-9435ac5a3607 |

Im not as computer savvy as most people here, but I have this problem too.
It happened after i got a virus from something. it not only gives me this error for MSN, but also prevents me from browsing internet with internet explorer. (it always just appears as if im not connected to the internet).
Switching to firefox allowed me to continue using the internet. So im assuming this virus only affected the programs I had at the time. (virus was removed, but never reformatted to fix IE and MSN).
not to say this is what you're experiencing, but have you noticed any other online programs not working? (IE: Steam's web browser wont work either)

(IE: Steam's web browser wont work either) | I had a similar virus, after much frustration I saw it changed an option in internet options-> connections->settings-> uncheck proxy server. If you feel like using IE again I still have the msn problem though =(
