What to do about messy neighbors

My neighbors are really starting to piss me off. Basically they're dumping loose garbage at the end of their driveway just inches from ours and it's scattering on to our property. Every week I;m picking up their shit which ends up on our driveway and it's getting out of hand. I should also mention that people next door are tenants. I'm not going to ask them nicely again to keep their shit from scattering around so I would like to know if there is anything else I can do like contact City Hall or take legal action.

Thanks in advance.

carefully placed sardines and other stinky oily fish around there car and property would be a nice start

I had the same problem with a neighbour. on the City of Vancouver Website, I was able to file a complaint. Within a week, I got an email from the city saying they contacted my neighbour, and they had said they will have the garbage removed within a week, and lo and behold, it was done in a week.

I know in Surrey, the bylaw allows the city to give a grace period to clean up. If it's still there a while later, the city will clean it up and send the bill to the owners.
