I misinterpreted your post so I take back my statement about ignorance. That said, Quebec is larger than the Island of Montreal. I would expect that most if not all drivers in Quebec would be aware of the ability to turn right on red.

Read my post again. It is not obligatory (I don't think you can get a ticket). The fact that it is not obligatory has no bearing on what I do in that situation.

I admit it would take a ruthless cop but if one is stuck behind you and he honks but you still don't move.... well troll around and try it. I think the ticket will be obstruction of traffic.

The no red right turn rule barely stops Montrealers while on the island, they sure as hell don't wait anywhere else.
