Your best bet for cheap is Canadian Tire. No guarantees it will work well though

Pick up a PC 7424xp from autowerkes.

if u want to spend more get a flex 3401
it works faster that the PC but still reasonably safe on paint for beginners when used properly.

u will also need a set of pads and the backing plate.

Porter Cable 7424XP is only $149 at our shop. A backing plate and a few pads will set you back another $50 or so. Its a bit of money for sure but you'll have the polisher forever.
