I used the search function, but didn't find anything, sorry if this has already been posted!

I just heard Jay Leno mention this, so I did a quick google search and here it is!

Jia Zheng, a four-year old Chinese girl, was filmed driving a car in Jinal, Shandong Province, China.
The video, first posted on Chinese website Youku, shows the little girl driving a car at considerable speed along a four-lane highway, overtaking other cars as she goes.
It looks like the girl’s mother is seated on the front passenger seat and was recording the video, while her dad was sitting in the back of the car.
Even though the toddler is not big enough to see over the steering wheel, girl’s father allowed her to drive the vehicle, and apparently placed wooden blocks on the accelerator because her feet couldn’t reach the pedals. She wasn’t even wearing a seat belt.
After a couple of minutes her dad said: ‘Jia Zheng, stop the car. Let daddy drive.’
Yeah, I think good ol’ Dad should have been driving the whole time."

This video is doctored. I used to do this all the time when I was a kid (not on public roads). I would sit on my mom or dad's lap and steer the car through a parking lot or parking garage and shift the gears.

You clearly see that the video does not show the seatback of the driver's seat during the entire session until about 1:54 when the father slips out from under her. After 1:54 you can see that she is sitting much lower on the seat then she was before. Those blocks of wood at the gas pedal are also useless and is just for show.
