Memory Upgrade: Higher Speed vs Lower Latency?

Looking to upgrade my laptop from 2x2GB to 2x4GB

which one of the following is a better choice?
1) Mushkin Enhanced DDR3 8500/1066 7-7-7-20
2) Mushkin Enhanced DDR 10600/1333 9-9-9-24

I know the speed difference is probably negligible, but they are they same price here anyway..

I also wanted to know in general, is higher speed more important or lower latency?

laptop spec:
thinkpad x201, i5-540m, crucial M4 128gb
current memory is 2x2GB DDR 8500 from factory (i actually don't know if my laptop can utilize speed higher than ddr3 8500)
no games, mostly work computer but I will often have 5-6 different programs open, 20+ spreadsheets/documents/pdf and a lot of tabs at the same time

There will be no noticeable difference between the 2.
