What MindBomber is suggesting is actually LEGAL...The only ILLEGAL part of prostitution isn't prostitution itself...but rather the communication in public for the means of sex...There are so many points there that need to be touched in order to make it illegal.

First, it has to be in PUBLIC...secondly there needs to be communication. So a brothel being illegal or legal again, as MindBomber has said, really makes on difference

I personally think the significance of legalizing this is a cash-grab. The sex-industry is a multi-million dollar industry, maybe even a billion dollar industry? I'm not sure. But I know there is a TON of taxes and dollars to be me made by allowing this operations to run.
