Considering of purchasing a Nokia Lumia 710 for my dad, but I have a few questions I'd like to ask before I make my decision.

1. Is there a built-in Chinese GUI interface with WP7?
2. How often are the updates? Are the rollouts better than Android?
3. Are app installs over-the-air?
4. How's the selection for Chinese apps? (weixin, momo, kugou, etc.). Ideally looking for an app that can place free voip calls to China

Can't read chinese so can't answer 1 and 4. If you're worried about updates WP7 isn't the way to go. Windows Phone 7.8 will be the last big update before the attention shifts to 8.0. Compatible devices are upgraded at the same time. The 710 will not be upgradable to 8.0 due to hardware limitation. Apps are installed over the air like iPhones but I think it doesn't let you download large apps over 3G. I love my 710 but I busted it after a few months of owning it. If I had to buy a budget smartphone again I would just wait for a Win8 device or a cheapo Android phone. I ended up getting an iPhone4 off craigslist.

WP7 is avaliable in chinese GUI but only in china. There are shitload of Chinese apps for WP7 because microsoft is actually advertising the phone in China. China mobile gets wp8 before us :fuuuuu:

Considering the major partnership between Nokia and Microsoft, it would make sense for Microsoft + Nokia to give WP8 along with the Lumia to China first. Brand loyalty for Nokia is stronger in Asia whereas Apple is the leader in North America.

^ nah, it's only china that gets redonk amount of advertising. Hong Kong WP advertising is non existent :lawl:, same as here. Since WP is relatively new there (arrived post 7.5), guess it made sense for them to keep it going and release the 8 first there. Isn't AT&T getting them on Oct 26?

^ GUI is pretty user friendly, huge ass icons and stuff. You can still type in Chinese tho.
