Was doing the usual fixings on the car, when I noticed this.

Is this fine, or does it need to be fixed or replaced?

check it for play, pry up and down. only way i could tell visually is if it had broken into 2or more pieces

Are you just worried about the angle of the outer tie rod end? because that's normal, its a ball socket, you can lean it back and forth with just your hand

looks dirty and caked in dirt, but cant tell whats wrong my just looking at it. Anything you suspect might be wrong that we are missing?

This is a 2001 civic.

The reason I was questioning is because of the weird angle it was in. The owner was complaining of a intermittent grinding noise while driving, sometimes provoked by doing tight turns, so I checked the wheel bearing and brakes and wondered could this be a problem

Check too see if the Brake shield is being pushed into the rotor.. had that problem with an integra i helped someone buy
