It would remove the risk of being locked by the carrier, but doesn't remove the risk that the seller can still report it as stolen right?

you cannot unlock a phone that you did not get yourself through Fido. They won't unlock it even if you registered it on their network for 3 months.

I've been exchanging emails with this guy from Toronto, he's posted ads for blacklist phone service across Canada, apparently he can fix the blacklist problem, but since he's from Toront he has to do it all remotely through his computer to mine... should i trust this? here's his ad:

REPAIR BLACKLISTED/BAD IMEI FOR HTC OR SAMSUNG GALAXY S4, NOTE 2 | cell phone services | Edmonton | Kijiji

Doubt he can fix it. It is on the national blacklist for IEMI. Unless he have access to it and change the list then maybe........
Is most likely a scam.

It is possible. You can buy a box called Octoplus that changes IMEI and stuff. It is also where people get unlock codes from. But be warned that it is illegal to change IMEI.
