Odd cloudy spots

This problem is beginning to annoying me. **Car: Integra gsr**

I have these weird "cloudy" spots all over the upper half of my fenders, upper half of my hood and on my front bumper (area between my H emblem and where it meets with the hood). **Refer to pics below** I have no idea what the past owner was trying to do.... :suspicious:

Is it a diy fixable thing or do I have to bring it to a shop?

It looks like overspray from a bodyshop, you can either polish it off or use thinner.

I agree. Looks like overspray or could also be from if the car was stored under a tarp and moisture was trapped between the tarp and paint. If you can pop by, we can polish a small area and see if it cleans it up.
