sounds like any government.

i know this first hand from federal structure.

it's kinda good, but i think human nature fucks it up.
the rule isn't good.

it promotes needless spending to keep money, and get funded at least equal or more the next year.

it also promotes the lowers to skew info and statistics to promote their own departments, so they can get more money.

If they take less funding the next year than they will keep getting less and less funding. So in order to get the same amount as last year they have no choice but to ask for more......
