Might be easier/cheaper to get a hood from PnP ($85 + $5 core + $1 entry) or another wrecker (check car-part.com) than to pay ICBC if you wait for one the same colour. According to the side Surrey PnP has 2 2003's that are fairly new additions.

No it does not. You pay the deductible because ICBC can't go after anyone for the damages. Same as a hit and run scenario. It will get marked under comprehensive and your rate scale will not change.

03 TL's are completely different cars. Hes gonna need to find a 04-08 one which is rare at PnP

what i would do:

1) burn video to dvd (make sure to CLEARLY label the dvd with your name, date of incident and any other details you can disclose)
2) bring video and some notes to your local police station
3) tell them you would like to report an incident/crime
4) provide statement to officer as well as copy of the dvd.
5) ask the officer for a file number and a business card
6) use police file number during claim to icbc.
7) wait and see if they catch the guy.
8) if they catch the guy, see if its possible to get some compensation (even though he looks like he can't its worth a shot)

off the top of my head, this would probably fall under section 430 of the criminal code, mischief under $5000. people in the DTES are regulars and will likely be local/confined to that geographic area for whatever reason (i.e. access to drugs, work, living, etc). my guess is that this guy has mental health issues and will likely have alot of police contact. i'm sure one of the officers in that district/beat will recognize him and they should be able to pick him up.

at my shop we use a guy named al, he's the owner and sole operator of straightline pdr. seen him work out fist sized dents to almost nothing with no paint cracking or deformation whatsoever

tell him kevin from craftsman collision sent you, he'll probably cut you a better deal. prices for retail customers are very fair already from what i've seen and i have yet to have a customer come back complaining about him. plus he's mobile!
