I am not sure about the law but as a general consensus;

I don't think you would have to pay for it if there is something seriously wrong. The fact that you ate more than 1 bite dismisses the potential for something "seriously wrong".

For me, if the service is that bad I will make a point to leave $0.00 as the tip. This sends a message where as people who think they are sending a message by leaving like 2-5% are just coming off as cheapskates

I leave $0.01 as a tip for bad food/service, if you tip nothing they might just think you're a person who doesn't tip. $0.01 or a nickel they should realize you went out of your way to make a point with that "tip"

This was THE WORST manager i've ever met at a restaurant, complete asshole. I would have been satisfied w/ even a 15% discount, and not even that was offered.

You are being lied to at this location. The staff at this IHOP do not give out the special menu with the good prices. How would you like to eat sausage, eggs and hashbrowns, plus two pancakes with fruit and syrup for under $9? YOU CAN. You have to ask for the "specials menu". They won't give it to you outright, like they should, because they lose tips if you pay too little for your meal.

My wife and I are from Washington and when we came over there, we did not get this menu. When we asked for it, the staff reluctantly pulled two of them out from underneath their desk. One of the waiters asked what this menu is, and the other explained that "We don't give it out, but we have to if someone asks. Only people from the US know about it." WHAT?!?!?! Guess what, they are REQUIRED to give this menu out with the regular menu, but they don't do it. On top of that, they are REQUIRED to allow substitutions on this special menu, you should be able to have french fries instead of hashbrowns, but they refused to do it for us.

When we ordered from this menu, the service stopped. The waiters were rude to us, and the whole experience was extremely unpleasant.

ASK FOR THE SPECIALS MENU. It's there, they can't refuse it to you. But they won't give it to you, because they want you to pay more. Some of the combos on the special menu that cost $8-9 will cost you close to $20 if you order them separately from the regular menu, and they're counting on that.

Talk to the manager, I'm not sure if management is in on it, but just take a look around. Everyone gets the regular menu. They have the specials advertised on the side of the building, but you can never order them because they hide the menu from you."
