Video playback quality in Windows boot camp

I am running a Macbook Air, 4GB ram, and use Windows 7 in boot camp. When watching video content, the quality isn't great. There is noticeable pixelation and slightly choppy. If you watch the same video content in OS, it's smooth and clear.

In windows, I've updated Flash, updated Quicktime and updated the Intel graphics drivers. Nothing solves it. It happens in both Chrome and IE, so it's not a browser issue. Any ideas what's causing this?
