It's a bit of a broad brush you're painting all pedestrians with. I know when I walk/run, I never ever cross on flashing hand and always make eye contact before crossing even a walk sign. I know too many people who've had close calls to test my luck doing that, especially in Vancouver with some suspect drivers on the road.

I do share your sentiment that some pedestrians deserve to get hit a hundred times over. Just not all of them.

As i already mentioned it was the drivers fault... I always notice that when an intersection stop light is red, cars would always try to do a rolling stop (which is not stopping at all at the proper lines) when turning. Then when the light is green they would do a full stop...

That really grinds my gears

sounds a homework assignment question

i think the answer depends on how long after the countdown does the light turn green/red? if the light turns immediately or shortly after the countdown reaches 0 (or when the blinking hand becomes solid), i would say this is less of a hazard and more of a safety feature, as people who are familiar with the timing know that they shouldn't be crossing.

but if the countdown hits 0 or the blinking hand becomes solid and the light doesn't change for a lengthy period of time, I would say this is a hazard since pedestrians would try to guess whether they have enough time to run across. drivers making turns will see the countdown is over or a solid hand, and may not expect a last second runner try to bolt across the crosswalk.
