It was always HOV 24/7 but when bridge/road construction began they changed it to a time basis...ppl have short term memories... (They changed the speed lots too during this time)

I agree though the timed format works far better and makes sense but BC is run by idiots and voters who don't give a real damn so we reap what we sow
