If it actually rained in Cali they wouldn't have this issue in the first place

First, we don't SELL water to anyone.

Second, in case you were too lazy to Google... if we were to start selling water to anyone, it would become a commodity under NAFTA, and we would lose control of it. What Nestle pays now is essentially an administration fee, but the water itself is free... meaning we could cut them off any time, as the water is ours. If they start paying for it as a commodity, however, it falls under NAFTA control, and if did cut them off, we'd probably lose in a court challenge and have to pay all sorts of fines and damages.

So... keeping it free means BC retains full control.

sell the excess to LA and probably import it back to BC at lower rates (exactly how Hydro operates) during low usage times.
This may be the stupidest thing I've ever read on RS. Timpo and CiC look like utter geniuses compared to this statement.

Another thing to add to Soundy's post above:

The administrative fee paid by Nestle is the same fee paid by anyone wanting to pull water directly from the source.

The #1 user of water is the Agricultural sector (over 90% of all water usage) which I believe Nestle falls under as well. If we stupidly choose to commodify our water, this will have major impacts on food production as our exceptionally high-quality water increases in value to meet market rates in NAFTA countries.

For residential water users, the amount we pay includes the cost of filtration, upkeep of infrastructure and running water directly to our homes.
