Combining Jpeg files to PDF
 
Are there any solutions other than using the Adobe programs combining jpeg files to PDF?

Trial only last for 30 days
Prefer not to use any websites to upload the images as these are confidential information for company.

Why not just print to PDF. Windows 10 offers it natively. If you don't have Win10, then something like CuteDPF or BioPDF offers a PDF printer functionality.

Use Word, add images and convert to pdf when done.

Photoshop ---> Contact Sheet II ---> Save as PDF

Probably the easiest is to copy and paste each JPG into a Word document and save as to PDF.
