Light Image Resizer (formerly VSO Image Resizer)

easy to setup and use for old folks

PicMonkey does it. But from what I know, if you resize too much, it gets distorted.

I usually tell people who don't want to pay for photoshop to download gimp.

In Paint, hit Resize on the Home tab. Be sure to check "Maintain aspect ratio" if you want both to change at the same rate without skewing anything.

If you have a flickr account, upload your pic and when you click on download, there's various sizes that you can download or copy to link. Useful when you upload a 40mb pic and want to post up a small resolution pic on a msg forum.

I use Faststone Image Resizer as I often need to resize entire folders.
