PicMonkey does it. But from what I know, if you resize too much, it gets distorted. |

In Paint, hit Resize on the Home tab. Be sure to check "Maintain aspect ratio" if you want both to change at the same rate without skewing anything. |
If you have a flickr account, upload your pic and when you click on download, there's various sizes that you can download or copy to link. Useful when you upload a 40mb pic and want to post up a small resolution pic on a msg forum. |
