I dont believe an otter would have traveled into the city and found the following fish pond... more like there is an underground pipe going to False Creek where the animal gained entry. The "flood gates" were probably closed after and the otter/otters tried to escape through the street after.

We studied his life in great detail in one of my more pleasant Asian Studies courses at UBC.
