It feels like that OSS group was a scam all along. If you google them, there isn't any clear history of event management.

Has anyone successfully won a dispute with their CC?

It took me a couple weeks but RBC has finally moved my request to "In Dispute" meaning I received a temporary refund while the merchant has a chance to reply.

Called my CC in June and it's still pending. The person on the other end has been updating me weekly which is nice.

Called in to get the process started, rep on the phone understands that lots of people were calling in and advised me to have the best base.

1) Start a paper trail that you have requested the refund
2) State you want a refund because you know the event won't happen, link articles alluding to this fact and that Formula E has ended ties with the OSS group
3) CoV has issued them funds to process refunds https://vancouver.ca/news-calendar/c...formula-e.aspx
3) Then start your chargeback dispute so they have a stronger case

I was actually able to get a refund from OSS after sending them an email everyday requesting for a refund as AMEX denied my chargeback. YMMV

I actually wouldn't recommend telling your CC that City of Vancouver has issued funds to process refunds. That will give the CC an excuse to tell you to just wait for your refund. I am not convinced yet the general public will get a dime of that money, instead it will go to other creditors.

I agree however that you need to demonstrate to the CC that you've contacted OSS with no success after at least 30 days, and that the event is CANCELLED and not postponed or delayed.

The conditions were that the money had to be used by the company to pay its financial obligations associated with the cancelled event, such as refunding ticket holders, suppliers, and/or event sponsors.

It now appears that the OSS Group has rejected the money, according to the City of Vancouver.

The City offered a statement to Daily Hive about the development, saying that it’s disappointed in the OSS Group’s decision.

“OSS has rejected the City’s conditions for release of the performance security, specifically the requirement to jointly retain a lawyer to facilitate distribution of the $500,000"
