are they new? if not, how much were they new/which model no...?

not sure which model they are..... new approx. $250

you can try to look them up as raybrig only has a couple models of fog lights besides oem fog lights

are they used? if so, is everything working/intact? ie. nothing broken, cut wiring....

yes used... there is a part that is cut..., right by the fog light plugs....
as u can see them in the picture that it has been cut.... that's about it
