It all depends on what your budget is.
i'm pretty sure all geforce 4 series were AGP slot. All new video cards now are PCI-E.
If you upgrade your mobo now, you'll have to build a new computer

ATI X1550 is an excellent AGP card. Retails around $50

even a GF5200 card will handle the job

...it would also depend on what you intend to watch. If you wanted to watch HD stuff, you would need a new comp.

Well, you need to install the latest drivers from the manufacturer's website

if works in safe mode (640x480 or 800x600) but not in normal windows mode. I'm betting your windows resolution is too high to work on the TV... try lowering it.
I have seen some problems with the S-Video TV out "auto detecting" on older video cards. About 1/2 of the GF4 cards have this problem.

If it's working for you and you are happy with it, just use it for now.
