If you take a car to get a vehicle inspection by a proper facility because you want to have one, and they find something amiss, are they obligated to report it?

depends on the problem. If your frame is falling off, yes. Rather than just having euro lights, no.

When they do the inspection, a report is filed. Of course, if you don't want a pass decal, I'm sure that the facility could be convinced to do the same inspection without the paperwork.
