From what I know, your biggest problems are (in no particular order):
1) Experience in the trade which it appears you don't have
2) Land for a dealership
3) At least $2 Million or probably a lot more liquid cash to front on inventory and insurance

You should ask the city for these kinds of question but do you have a Business plan?

Hmm I was thinking when you posted this you wanted to open a Mazda dealership or whatever... if it's just a dealership where you sell used cars, all you need is a dealer license, you can get one of those pretty easy and you're required to get one if you sell more than 5 cars a year or something like that (at least ICBC will accuse you of needing one/flipping cars)

i know someone that just got his dealer license. what i heard was you need an x amount of money per size of the dealership. he rented an empty lot not acessable to the publicc, and does his transaction via internet. if someone wants to view the car he will drive it up to the persons home or a place to view. so far its working out for him, he has sold 14 units in 3 months not bad for a part time business. for the bank to approve him.. he needed $250,000 flow in his bank account.

One of the shops that Brian Jessel deals with is No 1 Collision.
