Canadian literacy rate

When people measure the percentage of literacy in Canada, do they measure the people who can read any language or is it just english?
If someone is Chinese in Canada and can only read Chinese, is that person considered illiterate?

When people measure the idiocy rate in Canada, do they include retards and ZhangFei into the sample population as well? Please let me know. Thanks, REVscene!

They measure literacy in our official languages
they take the avg of the mean. so ppl that only speak foreign languages usually get cut out from the evaluation.
