You have to movel the characters slightly after every single shot.

It's the former. It's called tilt-shifting (http://en.wikipedia.org/wiki/Tilt-shift_photography). Everything is real, but the process makes everything look like miniatures.

can't you just cheat with photoshop? turn saturation up and then blur top and bottom? :)
