i bet the part where he drifted next to the water was the last shot in the actual film sequence, just in case the car actually fell in the water, they would have the rest of the footage to spare

not really. the arm just moved, the rest of the dummie seemed stationary. if you watch the very end of the clip, you can see him hit a water balloon out of a real guy's arm
